وزارة الصحة توقع مدونة تفاهم مع الأمانة العامة لجمعية الهلال الأحمر الليبي

وقع الأستاذ الدكتور/ علي الزناتي وزير الصحة بحكومة الوحدة الوطنية مساء الخميس الموافق 29 أبريل2021م؛ بمقر الوزارة بمدينة طرابلس مدونة تفاهم مع الامانة العامة لجمعية الهلال الأحمر الليبي والمتمثلة في رئيسها الدكتور/ مرعي الدرسي

. وتهدف المدونة إلى تنظيم عمل المنظمات الانسانية العاملة بليبيا ووضعها في إطارها الصحيح.

ومن اهم ما نصت عليه المدونة مراجعة الاتفاقيات السابقة بينهما، والعمل على تحديثها وتطويرها بما يتناسب والأوضاع الحالية والمستقبلية.كما نصت على التحصين المؤسسي والوطني؛ يعمل الهلال الأحمر الليبي على سد أية ثغرات إغاثية في البلاد بما لا يسمح بتدخلات غير سيادية، من أطراف محلية أو دولية.

وجاء أيضاً في بنود المدونة ضرورة حصر إمكانيات المستشفيات والوحدات الصحية، وإن الجهات المحلية والخارجية لا يمكنها تقديم المساعدات إلا وفق الاحتياجات المحددة من الطرفين.والتزمت الوزارة من جانبها على تقوية عمل الهلال الأحمر وتغطية احتياجاته الطارئة في الأزمات والكوارث، وكذا البرامج الاعتيادية، من أجل توافر أعلى درجة من الأمان الصحي في البلاد.

واتفق الطرفان على ضع خطة وطنية محكمة للطوارئ والأزمات والمساعدات الإنسانية، تقليلاً لأي خسائر محتملة في الأرواح والممتلكات.والتزم الطرفان بجانب التدريب المتبادل بين الجانبين، وضرورة تشكيل غرف عمليات مشتركة للطوارئ والأزمات.

وأكدا الطرفان على ضرورة التنسيق والتعاون في الحملات الإعلامية والتوعوية التي يقوم بها أحد الطرفين، وتوزيع المهام بالمشاركة كلٌّ حسب اختصاصه.
